The transition from a regulated to a liberalised energy market often involves more volatile and unpredictable prices. Ramboll has considerable experience and expertise from both national and international markets and industries. Ramboll provides consultancy services to the utilities sector.

Our services range from assistance in connection with privatisation, acquisitions and mergers, analyses of the consequences of liberalisation, and price studies and analyses. We also help with the planning and installation of networks and production plants as well as retrofits of existing facilities. Our aim is to create a balance between the interests of producers in maintaining and developing the energy supply, with the interests of consumers in having access to affordable energy.

The most sophisticated district heating network in the world

Copenhagen has one of the most sophisticated integrated district heating systems in the world, involving three transmission companies, a number of distribution companies across 18 municipalities. Ramboll has been the main consultant for many of these companies since the system was established. Over the last three years, approximately 25 project managers, engineers and technical designers have been working full time to upgrade and enlarge the system.

The Copenhagen district heating system stretches 40 km from east to west. The system provides heat to over one million people, as well as more than 50 million m2 of heated space and produces approximately nine percent of Denmark’s district heating. About 97 percent of the heat is produced at four large CHP plants, three waste-to-energy plants and one geothermal energy plant.

Electricity and heat from waste and biomass

Ramboll has also been an in-house consultant to many CHP and district heating companies who generate heat and power from waste and biomass. At present, many of these companies are exploring the pros and cons of a liberalised market, and Ramboll is assisting them in their efforts.

Outside of Northern Europe a trend towards public-private partnerships is evident. To ensure compliance with technical requirements in the contract we function as technical advisor and assist the client in the procurement process, as well as with project and contract management. In addition, we are deeply involved in the establishment of new facilities/units and retrofits of existing facilities, and the entire project cycle, from planning and design, to commissioning and project follow-up.
